Greg Winfree

Agency Director & Chief Executive Officer

Greg Winfree was appointed agency director of the Texas A&M Transportation Institute (TTI) in December 2016. In this role, he leads the largest and most comprehensive higher education-affiliated transportation research institute in the United States. He represents TTI within The Texas A&M University System, reporting to the vice chancellor for engineering, and serves as the Institute’s liaison to the Texas Legislature.

Winfree is a member of NASA’s Presidential National Space-Based Positioning, Navigation, and Timing Advisory Board; the Texas Connected and Automated Vehicle Task Force; the Transportation Research Board AV Forum; and a board member on the International Advisory Board for Development of Smart Mobility Platform. He also serves as an adjunct professor at the Texas A&M School of Law.

Before joining TTI, Winfree spent nearly seven years at the U.S. Department of Transportation (USDOT), most recently as assistant secretary of transportation overseeing the department’s research and technology programs. A lifelong attorney, he also served in the Civil Rights Division of the U.S. Department of Justice and worked as corporate counsel for several Fortune 500 companies. He holds a Juris Doctor from Georgetown University and a Bachelor of Science from St. John’s University.

RESEARCH


Joe serves as TTI’s deputy agency director and chief research officer, where he oversees agency operations for research, coordinating more than 700 transportation projects annually with more than $125 million in research expenditures. He also serves as director of the Center for Healthy and Efficient Mobility, a U.S. Department of Transportation Tier 1 University Transportation Center led by TTI.

  • Authored more than 100 technical publications and co-authored a book on sustainable transportation; frequently invited to speak at national and global events.
  • Licensed professional engineer in Texas with 27 years at TTI and a national reputation in sustainable transportation, health and mobility, and strategic system management.
  • Has served as principal investigator on research grants and contracts totaling more than $55 million for sponsors across the public and private sectors, both nationally and internationally.
  • Serves on the Executive Committee of the Council of University Transportation Centers, helping guide national research priorities and workforce development.
  • Holds a Ph.D. in civil engineering from Texas A&M University and master’s and bachelor’s degrees in engineering from the University of Pretoria in South Africa. He also serves on Texas A&M’s graduate faculty and advises master’s and Ph.D. students.

Research LEADERS

Bill oversees TTI’s leadership in planning research, overseeing the agency’s largest research group. As associate agency director, he leads five divisions — Mobility, Data Science and Visualization, Policy Analysis, Freight and Trade, and Metropolitan and Statewide Planning — and helps deliver practical analyses and transportation solutions to sponsors across the country.

  • Recently concluded a three-year term as chairman of the Transportation Research Board’s Freight Systems Group and previously chaired the Blue Ribbon award-winning Urban Freight Transportation Committee.
  • Serves as an instructional professor in the Department of Landscape Architecture and Urban Planning at Texas A&M University and is a recipient of the Texas A&M System Regents Fellow Service Award.
  • Licensed professional engineer in Texas and Michigan, certified Project Management Professional, and holds a Ph.D. in civil engineering from Texas A&M University.

Lance leads TTI’s Safety Research Group and serves as division head of the Roadside Safety and Physical Security Division. He directs the TTI Proving Ground, which tests roadside safety devices (guardrails and terminals, bridge rails, crash cushions and breakaway sign supports) and perimeter security devices (gates, fences and bollards).

  • Conducted more than 2,000 crash tests with vehicles ranging from motorcycles to 80,000-pound tractor-trailers.
  • Holds over 30 U.S. and numerous international patents for roadside safety hardware innovations.
  • Licensed professional engineer in Texas, Louisiana, Georgia and Washington with a Bachelor of Science in civil engineering, a Bachelor of Science in mechanized agriculture and a Master of Science in civil engineering, all from Texas A&M University.

Darlene oversees TTI’s Infrastructure Research Group, overseeing the Pavement and Materials Division, the Construction, Geotechnical and Structures Division, and the Center for Railway Research. Her team develops innovative methods for building and maintaining transportation infrastructure.

  • Joined TTI in 2016 after 28 years at the Texas Department of Transportation (TxDOT), where she served as the Bryan District materials engineer.
  • Former head of TTI’s Pavement and Materials Division; research includes seal coat studies, pavement design and forensic evaluations.
  • Holds a Bachelor of Science in civil engineering from Texas A&M University.

Rafael leads TTI’s Operations Research Group, overseeing the Transportation Operations and Roadway Safety Division, the System Operations and Technologies Division, and the Research and Implementation Division. He also directs the Center for International Intelligent Transportation Research, which conducts research to enhance cross-border transportation efficiency and implement technological solutions at the U.S.–Mexico border.

  • Chairs the World Road Association’s Committee on Financing and Procurement and serves on TxDOT’s Border Trade Advisory Committee.
  • Recipient of the Texas A&M System Regents Fellow Service Award.
  • Holds a Ph.D. and Master of Science in civil engineering from The University of Texas at Austin.

Tara leads TTI’s Environment Research Group, conducting research that supports transportation conformity, evaluates project and policy impacts on air quality, and explores links between sustainable transportation and public health. She also serves as deputy director of CHEM, a USDOT Tier 1 UTC led by TTI.

  • Member of the U.S. Environmental Protection Agency’s Mobile Sources Technical Review Subcommittee and the Transportation Research Board’s (TRB's) committees on air quality and transportation energy.
  • Licensed professional engineer in Texas with a Ph.D. in urban planning and a Master of Science in transportation engineering from Texas A&M University.
  • Holds an undergraduate degree in civil engineering from Anna University, India.

SENIOR Research FELLOWS

Jon serves as TTI’s chief engineering officer and a senior research fellow, working with agency leaders and researchers to ensure that TTI’s work meets the highest standards of engineering practice.

  • Brings more than 40 years of leadership experience at Texas A&M University and the University of Nevada, Reno, and has authored or co-authored more than 500 publications in pavement and materials research.
  • Recipient of numerous awards, including the TRB's Thomas B. Deen Distinguished Lectureship, the Association of Modified Asphalt Producers Lifetime Achievement Award, and the Texas A&M System Regents Fellow Service Award.
  • Holds a Ph.D., a Master of Science and a Bachelor of Science in civil engineering from the University of California, Berkeley, and is a licensed professional engineer in Texas.

Katie serves as TTI’s chief scientific integrity officer and a senior research fellow, working with researchers to ensure project quality and alignment with sponsor expectations, including adherence to budgets and schedules. She is also an executive professor in Texas A&M University’s Department of Landscape Architecture and Urban Planning. She maintains a diverse research portfolio, including directing the 21st Century Mobility Test Bed.

  • Former chair of the TRB Executive Committee and recipient of the W.N. Carey Jr. Distinguished Service Award and the American Road and Transportation Builders Association’s Ethel S. Birchland Lifetime Achievement Award.
  • Texas A&M System Regents Fellow and longtime contributor to national transportation research and leadership.
  • Holds a Ph.D. in urban and regional science from Texas A&M University, a Master of Science in urban affairs from the University of Wisconsin and a Bachelor of Arts in political science and history from the University of Minnesota.

OPERATIONS


Rodney leads TTI’s operational and financial functions as chief operating officer and chief financial officer, overseeing five divisions — Financial Services, Research Development, Research Contract Management, Communications, and Facility, Safety and Support — as well as the Events Planning Group.

  • Certified Public Accountant and Certified Internal Auditor, with previous experience at Deloitte and AT&T corporate headquarters.
  • Active, award-winning member of the Texas Society of Certified Public Accountants and TTI representative to the Texas Association of College and University Business Officers.
  • Joined the Texas A&M University System in 2007 and holds a Bachelor of Science in business administration with honors from Southeast Missouri State University.

CHIEF OPERATIONS Leaders

Elvia serves as TTI’s chief human resources officer (CHRO), providing leadership, strategic planning and oversight for all HR functions. She ensures alignment with TTI’s goals and fosters a culture of continuous growth and excellence across the organization.

  • Promoted to CHRO in 2024 after 15 years in various HR roles, including six years as assistant HR director.
  • Holds a professional HR certification from the Human Resource Certification Institute and is an active member of both national and local Society for Human Resource Management associations.
  • Holds a Bachelor of Science in Educational Human Resources Development from Texas A&M University.

Anthony serves as TTI’s chief information officer and a senior assistant agency director, leading the development of information technology systems that support transportation data and research across the Institute.

  • Joined TTI in 2021 after a 20-year IT career at Texas A&M University, where he held multiple technology leadership roles, including in the Division of Student Affairs.
  • Brings more than 14 years of experience leading teams in infrastructure, customer service, application development and compliance.
  • Holds a Bachelor of Science in Telecommunication Engineering Technology from Texas A&M University and is certified as an ITIL expert and a Prosci Organizational Change Management Practitioner.

Becky fosters a TTI culture that promotes the highest standards of ethics and compliance. She serves as TTI’s chief compliance officer, leads the agency’s Ombuds program, and manages TTI’s export control program, records management and civil rights compliance.

  • Has worked at TTI for 27 years, beginning in research administration and spending the past nine overseeing compliance.
  • Holds professional certifications from the Export Compliance Training Institute and the Society of Corporate Compliance and Ethics.
  • Also certified in Research Security Management, Civil Rights Investigations, and Facilitation and Mediation.

Mary provides executive-level coordination and strategic support to TTI’s agency director as chief of staff. She manages the director’s schedule and daily operations, facilitates high-level communications, oversees travel logistics, and plays a key role in agency initiatives and long-term planning. She also supports information management and special assignments that advance institutional goals. 

  • Retired U.S. Air Force officer with over 20 years of experience in leadership, protocol and executive support across the military, federal government and private sector. 
  • Led executive operations and high-level visit coordination for senior leaders at the U.S. Department of Transportation, U.S. Army and ITT Exelis, and instructed more than 1,400 students in leadership, communication and quality improvement. 
  • Holds a Bachelor of Science in education from the University of Nevada, Las Vegas; a Master of Business Administration from the University of Phoenix; and a Master of Public Service and Administration from Texas A&M University. 

Operations Leaders

Karen leads TTI’s Communications Division, directing teams that produce publications, manage media relations, support the “Thinking Transportation” podcast, publish research reports and video research summaries, and maintain websites for TTI and its sponsors across the Texas A&M University System.

  • Joined TTI in 2025 after serving as director of communications for Texas A&M’s Division of Finance and Business Services.
  • Previously led media relations and communications at Texas A&M University at Galveston and held roles at the University of Texas Medical Branch and Scott & White Clinic.
  • Holds a Master of Business Administration from the University of Houston–Clear Lake and a Bachelor of Science in agricultural journalism from Texas A&M University.

Duane leads TTI’s Facilities, Safety and Support Division, overseeing the management of more than 300,000 square feet of facilities across seven locations in Texas, including research and office spaces at the Texas A&M-RELLIS campus. He also serves as an assistant agency director on the Directors Advisory Council.

  • Joined TTI in 2004 as the agency’s first facilities coordinator.
  • Has led numerous major capital projects, including the Environmental Evaluation and Research Facility, Grid Interactions Research Facility, Sediment and Erosion Control Laboratory, TTI Headquarters and the Center for Infrastructure Renewal.
  • Holds a Bachelor of Science in agricultural systems management from Texas A&M University.
