Thomas C. Lambert

Thomas C. Lambert (Tom) is an accomplished executive who has been recognized at the local, state, national and international levels for his work and unwavering career commitment to public service. He most recently served as president and CEO of the Metropolitan Transit Authority of Harris County (Houston METRO), a role he held for 10 years, including two as acting president and CEO, before retiring December 31, 2023.

Lambert led a staff of more than 4000 people, and guided Houston METRO as it launched the New Bus Network, expanded METRORail by adding the Green and Purple lines, brought bus rapid transit technology to the region with the METRORapid Silver Line, and provided the agency’s first on-demand, personalized service with its curb2curb shuttles.

Lambert was with Houston METRO for more than 40 years and is credited with creating its police force. He served as its first chief for a number of years and then moved into other executive roles at Houston METRO. During Lambert’s tenure, Houston METRO was honored with top state, national, and federal awards for outstanding transit service.
