Short Biography

Dr. Balke has more than 30 years of overall experience in the field of transportation. Specific areas of expertise include intelligent transportation systems (ITS), freeway operations and management, traffic signal systems and control, weather responsive traffic management, traveler information systems, incident management, and work zones. Working with the Battelle Institute, Dr. Balke is one the primary developers of FHWA's current signal phasing and timing system deployed at the Saxton Transportation Operations Laboratory at the Turner Fairbank Highway Research Center. Dr. Balke also lead several projects to develop several concept of operations for connected vehicle deployments for transit signal priority at signalized intersection, construction and work zones, and wrong-way detection. Dr. Balke also has extensive experience developing and using hardware-in-the-loop simulations as a tool for testing and evaluating new control concepts and algorithms developed for traffic signal operations. These efforts have involved the development of operational scenarios for testing with real-time traffic management concepts and the integration of advance concept concepts into the microscopic simulation environment via existing hardware components (such as traffic signal controllers).
