Short Biography
Mr. Morgan is a Senior Research Scientist and Division Head of the Freight and Trade Division at the Texas A&M Transportation Institute (TTI). His work encompasses research, analysis, and evaluation of freight movement by truck, rail, and waterway in Texas and throughout the United States. He has led several major research efforts on a diverse number of freight topics such as: identification and selection of automated freight technologies, highway-rail safety, statewide and local rail planning, public-private partnerships (PPPs) for passenger and freight infrastructure, decision processes for location and relocation of freight facilities, oversize and overweight truck movement, and intermodal transportation. Mr. Morgan also led a National Cooperative Rail Research Program project related to intercity passenger rail planning and development which gathered and evaluated best practices in intercity passenger rail planning from throughout North America. Prior to joining TTI, Mr. Morgan was a rail/multimodal planner at the Texas Department of Transportation (TxDOT) where he was responsible for coordination and development of TxDOT’s rail planning activities. Mr. Morgan previously served as a helicopter mission commander, operations officer, and search and rescue/logistics pilot in the U.S. Navy.
Mr. Morgan holds a BS in General Engineering from the U.S. Naval Academy, 1987, and a Master of Public Affairs from the LBJ School of Public Affairs, University of Texas at Austin, 2001. He also holds an FAA Commercial Pilot’s Certificate.
