Short Biography

Haylee Yung presently holds the role of Associate Program Director for the University Transport Center Administration at TTI. In this capacity, she assumes responsibility for overseeing all administrative duties related to University Transport Centers (UTCs). Her role involves aiding researchers through the execution of pre-award administrative and post-award functions associated with UTCs. This includes serving as a liaison for proposal/RFP competitions, negotiating contracts, and managing post-award project administration for projects directly linked with the UTC program.

Her responsibilities extend to the daily operations of federally funded university transportation centers, encompassing financial and administrative aspects. This involves supervising subcontractors, preparing proposals, composing and submitting progress reports, monitoring budgets, preparing Institutional Review Board (IRB) applications, and reviewing time and effort certifications before approval by the Center director. She also acts as the fiscal representative to partner institutions, within the agency, and with Sponsored Research Services.

Mrs. Yung holds a B.A. from Sam Houston State University and brings a wealth of experience in overseeing projects across various sponsors in the federal, state, and private sectors. Her skill set includes interpreting proposal and project requirements, identifying core issues, and collaborating with others to find effective solutions. Serving as the liaison for the University Transport Centers Research Program, she has actively participated in teams dedicated to developing research administration and financial management standard operating procedures for the UTC program.
