Short Biography
Dr. Salgado has been involved as a researcher or Principal Investigator (PI) in different projects or technical assistances in the areas of Transportation Systems Management and Operations (TSMO), Intelligent Transportation Systems (ITS), multimodal transportation, and transportation finance and policy for various clients at local, state, and federal level. At local level, Dr. Salgado has led several technical assistances for different municipalities in Texas. At State level, Dr. Salgado has been involved in projects funded by Texas Department of Transportation (TxDOT), Arizona Department of Transportation (ADOT), New Mexico Department of Transportation (NMDOT), or California Department of Transportation (Caltrans). At Federal level, Dr. Salgado has worked on different projects funded by the U.S. Department of Transportation (USDOT), Federal Highway Administration (FHWA), and the second Strategic Highway Research Program (SHRP 2). Moreover, he has worked in various projects funded by multilateral banks such as the World Bank, the Inter-American Development Bank, or the Asian Development Bank.
Dr. Salgado has managed different projects which involve the development of state-of-the-art models and methodologies to perform financial and risk analyses for proposed transportation highway, multimodal, and transit investments. Dr. Salgado has also led various efforts of transferring technology to private clients, local governments, and public agencies. Dr. Salgado is the primary author the Tax Increment Revenue Estimator (TIRE). TIRE is a Geographic Information System (GIS) tool that uses an innovative, parcel-level approach to forecast land development and land use change dynamics around transportation infrastructure investments. Dr. Salgado has wide experience in developing and implementing innovative applications of Intelligent Transportation System (ITS) in combination with emerging data sources to improve operations along major corridors in the U.S and U.S-Mexico international ports of entry.
Dr. Salgado is main author or co-author of multiple technical reports and peer-reviewed journal and conference papers on topics such as cross-border operations, transportation modeling, international trade, integrated corridor management, travel time reliability, emerging transportation data sources, ITS, innovative transportation finance, or economic and land development forecasting around new transportation improvements. Dr. Salgado also serves as a member of the Standing Committee on Transportation in the Developing Countries (AME-40) of the Transportation Research Board (TRB).
