Charles Gurganus came to TTI in 2014, after nearly a decade of roadway industry experience, most of which was gained with the Texas Department of Transportation. Charles' final position at TxDOT was the Longview Area Engineer (AE) in the Tyler District (August 2012 thru August 2014). As an AE, Charles was responsible for the maintenance, construction and operations of the TxDOT network in two counties. As the Longview AE, he worked with the Longview Metropolitan Planning Organization (MPO) on the delivery of projects and short and long-range planning. As AE, he also worked closely with local municipalities and counties on roadway needs and the interaction of local facilities with the state network.
Charles' research interests are in infrastructure and asset management, pavement forensics, non-destructive testing, and roadway rehabilitation techniques. Recently, Charles has worked with mobile LiDAR to explore its applications at the network and project level. This work has led to applications that can be used by practitioners to address immediate problems.
Charles also serves as the TTI Materials and Pavements Division laboratory engineer, responsible for lab planning and AASHTO ReSource accreditation.
Charles earned his BS, MS, and Ph.D. in Civil Engineering from Texas A&M University. He is a Registered Professional Engineer in Texas.
