Impact of Growth on JIT Inventory and Production in the El Paso/Juarez Region

Abstract:
Many U.S. and Mexican companies choose to control their supply chain by using just-in-time (JIT) production and inventory processes to add security and save money. Congestion problems, security, and the reliability of border wait time affect JIT supply chain movements. Without assurances that their cargo can move on a JIT schedule, new companies will not locate their plants in the El Paso/Juarez border corridor. This report evaluates the relationship and interactions between JIT inventory and border wait times. Researchers conducted an extensive literature review, interviews with supply chain specialists, and a cross-border bilingual survey with the assistance of the Coalicion Empresarial Pro Libre Comercio to determine that economic growth along the El Paso/Juarez portion of the border corridor will continue to apply economic pressure to the JIT manufacturers to find expedited methods to ensure predictability and reliability for their supply chain. The Department of Homeland Security proposed a standardized approach to collect and manage border-crossing data. By combining data collection resources, the information can be used by the entire border-crossing community to determine wait times and supply chain bottlenecks so corrective methods can be taken to ensure JIT movements of imported cargo.
