Rule Statement
In accordance with the Texas A&M University System (System) Policy 25.07, Contract Administration, this rule establishes the Texas A&M Transportation Institute (TTI) process for effective administration of contracts as an essential operational function.
Reason for Rule
This rule is required by Texas A&M University System Policy 25.07, Contract Administration.
Procedures and Responsibilities
1. GENERAL
1.1 For purposes of this rule, contracts are intended to include, but are not limited to the following: purchase orders, cooperative agreements, consultant agreements, professional services agreements, independent service agreements, sub-awards, sponsored contracts, construction contracts, memorandums of understanding, interagency contracts, loans, easements, licenses, leases, rental agreements, permits, software license agreements, grants, hotel contracts, special event agreements, donor agreements and restrictions of gifts and bequests, and amendments, modifications, and extensions to those contracts.
1.2 The process for TTI personnel relative to contract origination, recommendation, approval, execution, administration, close-out, and contract reporting requirements is outlined in the following two documents:

Delegation of authority within TTI will be managed in accordance with Texas A&M Transportation Institute Delegation of Authority for Contract Administration.

Contracts will be managed appropriately and in accordance with the System Contract Management Handbook.
1.3 The Assistant Agency Director and Chief Financial Officer or delegate is responsible for creating and maintaining a well-defined administrative control environment to ensure TTI management exercises its fiduciary responsibility when executing contracts.
