Abstract

This research focuses on the issue of in-port transits made by chemical tankers within the Port of Houston. Unlike other vessels, these vessels typically call at multiple terminals during a single port call. Because of the high volume of vessel activity in Houston, there are often scheduling conflicts that cause a vessel to have to move to an anchorage or layberth site until the conflict is resolved. There are approximately 1,400 such transits on the Houston Ship Channel each year. This report provides some statistical information on these transits, along with information on the cost, environmental effects, and safety issues associated with these transits. A number of measures to help mitigate these effects are described for consideration by industry and policy makers Additionally, this research proposes a legal/organizational structure to provide the necessary management and coordination for the implementation of these measures.
