Short Biography

Dr. Cesar Quiroga is a Research Engineer at the Texas Transportation Institute. At TTI, he manages the Infrastructure Management Program, which he created to conduct leading-edge research and technology transfer in areas related to data modeling, data exchange and integration, and optimization of business processes to address pressing transportation infrastructure management needs. Dr. Quiroga is a multifaceted researcher who has made numerous contributions in critical transportation areas such as utilities, right of way, GIS, GPS, and ITS. His contributions include other infrastructure management areas such as freight and bridge information management. His professional experience, which spans more than 25 years, also includes several years of surface hydrology and hydraulic engineering work as well as construction supervision.

Dr. Quiroga has been with TTI since 1998. Before joining TTI, he worked at the Remote Sensing and Image Processing Laboratory at Louisiana State University. He also worked as a consultant in the private sector. Dr. Quiroga's work has received funding from a variety of agencies and programs, including NCHRP, SHRP 2, NCFRP, TxDOT, SWUTC, and LTRC.

Dr. Quiroga has led numerous studies, several of which have attracted national and international attention. Worth noting is the work on the inventory and permitting of utility facilities on transportation infrastructure rights of way, where he led the development of an Internet/GIS-based system that automates the permitting, inspection, and submission of documents, including construction and as-built drawings and other related documentation. This system is currently in operation at TxDOT and has received considerable attention nationwide. Dr. Quiroga also led a study that developed a framework for the development of construction specifications and unit costs for utility installations. More recently, Dr. Quiroga was invited to participate in an international scan sponsored by FHWA, AASHTO, and NCHRP, where he accompanied a team of experts from FHWA, state DOTs, and private industry to Australia and Canada to learn about innovative practices on right of way and utilities. He also led a project that produced an innovative architecture for the management of right of way parcels and related property right information and documents. Also worth noting is a prototype GIS-based architecture for the management of engineering documentation during the project development process and a prototype GIS-based data model for managing large amounts of data layers used for the transportation planning process.

In the area of GPS applications in transportation, Dr. Quiroga has led the development of software applications that automate and facilitate the processing, reporting, and analysis of vast amounts of raw GPS data collected to measure travel times, speeds, and other related trip information. His algorithms also enable the calculation of a variety of delay measures, including control delay, approach delay, and stopped delay. He has overseen the development of GPS-based procedures and coordinated the collection and processing of travel time data at a variety of locations, primarily in Texas and Louisiana.

Dr. Quiroga is an active member of numerous professional organizations. At TRB, he is currently the Secretary of the Utilities Committee (AFB70) and the Secretary of the Geographic Information Science and Applications Committee (ABJ60). At ASCE, he is a Charter Member of the Transportation and Development Institute and a Member of the Collection and Depiction of Existing Subsurface Utility Data Standards Subcommittee (ASCE CI/38-09). He is also a member of ITE.

Dr. Quiroga has received several awards, including an FHWA utility outstanding achievement award (2006), a TxDOT top research innovation and finding award (2002), an ITE Southern District best technical paper award-honorable mention (1996), and a Fulbright scholarship in 1984. He is also listed on Who's Who in America.
