Statutorily Required Reports

House Bill 1016, enacted by the Texas Legislature in 1999, says that state agency reports required by law must be made available to members of the Legislature in an electronic format specified by the Texas Legislative Council. The Legislative Council’s Electronic Format Recommendations document specifies that a state agency should place the required reports on its web site. Listed below are the required reports:

• TTI’s Compact with Texans
  TTI’s Compact with Texans outlines the services offered, the customer service principles practiced, and the customer information/complaint process available here at TTI.

• Agency Strategic Plan
  TTI’s Strategic Plan discusses the Institute’s vision, mission and philosophy and its plans for fulfilling them. The plan guides Institute priorities and decisions, and establishes performance measures to assess the accomplishment of strategic goals.

• Annual Financial Report
  The Texas A&M University System Annual Financial Report is available online. The accompanying notes are an integral part of the financial statements. For a complete presentation of the Texas A&M Transportation Institute, the system combined report including the notes should be reviewed along with the member report.

• Chief Executive Officer Report under System Regulation 08.01.01
  In compliance with the State of Texas Education Code 51.253 and in accordance with System Regulation 08.01.01, TTI’s Chief Executive Officer (CEO) is required to submit a data report each fall or spring.

• Delegation of Authority for Contract Administration
  As required by the State of Texas Education Code and in accordance with System Policy 25.07, the Delegation of Authority schedule outlines authorized signers for specified contracts.

• Enterprise Risk Management (ERM) Plan
  The Enterprise Risk Management Plan sets forth TTI’s risk management plan and its strategy for enterprise risk management. This plan is intended to complement and expand upon the Institute’s strategic plan.

• FTE State Employee Quarterly Report
  TTI’s FTE State Employee Quarterly Report for the quarter ending August 31, 2024.

• Historically Underutilized Businesses
  TTI’s Texas Historically Underutilized Business (HUB) Annual Report by fiscal year can be accessed through the Texas Comptroller of Public Accounts HUB Reporting web page.

• Information Regarding Staff Compensation
  In accordance with Texas Government Code 659.026, TTI provides information regarding staff compensation and is accessible through the Texas A&M University System’s Information Regarding Staff Compensation web page.

• Internal Audit Reports
  The Texas A&M University System Internal Audit Department examines and evaluates the activities of the various components of The Texas A&M University System. The Internal Audit Reports are available online.

• Investment Reports
  The quarterly and annual comparison investment reports required by Article 3, Section 6.5 of the Appropriations Act.

• Legislative Appropriations Requests
  As required by the Legislative Budget Board, you may access TTI and other Texas A&M University System agency’s LARs online.

• Operating Budget
  TTI’s Operating Budget by fiscal year can be accessed through the Texas A&M University System Office of Business Affairs’ Board Approved Operating Budgets by Member web page.

• Performance Reporting
  Outcome Report (annual, FY 2024) and Output and Efficiency Measures Report (4th quarter, FY 2024), performance measures that were submitted to the Legislative Budget Board.

• Public Information – System Regulation 61.01.02
  Establishes minimum system procedures – such as cost of copies – to be used in the receipt, referral, and response to public information requests as part of Texas A&M University System Policy 61.01 – Public Information Act Compliance.

• State Agency Energy Savings Program
  TTI’s Energy Management and Conservation Plan documents various initiatives implemented which reduce energy, water and fuel consumption and ensures employee awareness in related areas. • Strategic Plan for Information Resources
  TTI’s Information Resources Strategic Plan guides information technology (IT) priorities and decisions, and establishes metrics that will be used to assess accomplishment of strategic objectives.
