When wait time was reduced 25 percent with 100 percent of the booths open: carbon monoxide decreased 30 percent, carbon dioxide decreased 32 percent, nitrogen oxide decreased 25 percent. However, when wait time was reduced 25 percent with 25 percent of the booths open: carbon dioxide increased 26 percent, nitrogen oxide increased 19 percent, particulate matter increased 15 percent.

Do some areas suffer disproportionately negative impacts? 2. Income Equity. Do some communities pay higher taxes/fares than others in relation to services received? Do low-income populations lack access to transportation benefits? 3. Participation Equity. Are all communities represented in public policy decisions? Has inclusion been insured in the policy debate? 4. Opportunity Equity. Are some improvements prioritized due to income/environmental factors? Do improvements meet the priority of needs? 5. Modal Equity. Does the improvement make single-occupancy vehicles (SOVs) more attractive?
